I am a seller. my buyer bought 3 items and paid before i could combine shipping how can i refund him the difference with this new system . before in pp it had a option to send a refund ? please help thanks

Sellers hub>
Manage orders>
Locate the sale that you want to partial refund>
On the left use drop down window>
Choice there for refund>
Click refund>
You will be able to choose an amount to refund.
You will need to select a reason.
When refunding keep in mind that the FVF is not returned to you for "partial" refunds.

You could ask him for his PP and send refund that way, if you have not shipped the items, you could send in cash (though I know some will comment on this) inside an envelope with a note indicating it is a refund for the shipping due to combining all orders under one package.
Ultimately, you could wait until goods a re delivered, wait for feedback, and then just send it separately as a check/cash. Finally, you can choose to do nothing, buyer made purchases and knew what was to be paid, did not ask for combined shipping.

Hello, more help needed.
I cannot find the drop-down menu in my seller hub for refund. I have a store and want to give refund for combined shipping after the buyer already paid.
As this reply is from 2021, maybe the format for refunding has changed?

go to this page:
Manage paid and shipped orders — eBay Seller Hub
Find the shipped order and use the drop down box under the Shipped Date to see the options including
"Send Refund"
once you click that, you will have the options to enter the amount of the refund and the reason.....
