Hi @micah.smithh

When you cancelled eBay gave the Buyer ALL of their money back including the paid shipping for the $ 240.00 watch.  I see $ 8.82 in shipping ... if I had been the Buyer 6% sales tax would have been added to the total so the $ 35.57 represents about 13.5% Fees you paid eBay.

On your Financial summary page look over on the right for the Recent activity to see if the fees were credited back to you:    Seller Hub | Your financial summary | eBay

When you set up Managed Payments did you add a backup payment method like a credit card?  If so your account can (and might be) set to charge the backup payment method to cover refunds when you don't have enough Available funds to cover the refund.  New Sellers can have their funds held for up to 21 days BUT, you have to cover the cost of the refund in full when cancelling ... and if eBay takes their Fees out of the transaction and it's the only one you have you do not have enough funds to refund them.  That's when the back up payment method kicks in (it also might be your bank account, better check the balance).

Go into Seller Hub under Payments --> Transactions and find out exactly to what the charges are attached.
