Okay so I won a bid on 2 of Jan. Trying to pay it off since but everytime I try, I get the same error as in the title. Although sometimes it varies a bit.

I tried 1 debit and a 1 credit card so far. (I've made international orders on the same card before) No luck. Talked my bank about this multiple times, they assured me the problem is not on their side.

(Also, after I confirm the payment on check-out page, I see the transaction being made in my banking app on the provision section but it gets cancelled after 1-2 mins. Bank assured me they are not the ones cancelling)

I e-mailed ebay about this and done everything they told me to do & still no luck.

E-mailed again yesterday but they have yet to answer. They are too slow to answer and I don't have much time to pay off this bid.

Paypal is out of the option as it is restricted in my country (Turkey)

Tried Google Pay too.

How can I solve this problem?

Does the seller ship to Turkey ?

But if that is not the issue, I saw one of these a while back where the buyer had to contact eBay due to a verification issue.

Since you are a new buyer, you may have to provide some additional info to get yourself verified.

yes, they have international shipping

I tried verifying my phone number and e-mail, but nothing other than that. Also done everything on the e-mail they've sent me about what to do. And they have yet to answer my other e-mails. They take so long to answer, I've got less than 2 days to pay this off and I have no idea how to.

I understand more about US issues than ones in Turkey.

I posted a link for US customer service, then questioned myself.

I do not know much about eBay in Turkey,  you may have your own specific support.

I (and others) do not want to guess due to the complexity of international banking etc.

I recommend you contact eBay through what ever eBay portal you use,

it may be something really simple, I can not tell.

Have you contacted the seller about this problem?  If so, perhaps an International Money Order might be a solution?

I have the same issue with my account. Seems that if your card billing address and shipping address do not match the system blocks that transaction. A person from "Managed Payments" team was able to unblock but only for a single transaction, after that it got blocked again

Right now there is no resolution for me. I cannot longe buy goods on Ebay...

Mine were matching tho, I've checked them either. Ebay customer services did nothing to solve this problem. They didn't even respond most of my e-mails. I've only overcomed it by reaching out seller personally and paying to his IBAN then he marked the item as paid. Hope to never have to buy from ebay again.
