There is some issue with it in your country.  Call the number on the back of your card to check.

A Visa bank debit card is an accepted form of payment, however if your payment isn't being accepted you need to try later or contact your bank.  Your government's website says at times some banks in Sri Lanka will be limiting foreign transactions.
