It's your bank in Sri Lanka that's blocking the payment. Try later or call your bank.
Your government reported that at times some banks in Sri Lanka will be limiting foreign transactions. That could be what's happening.

Also, if you were trying to use a debit card on PayPal that's a bank payment and Sri Lanka doesn't allow a bank account to be attached to PayPal. They allow credit cards to be attached to PayPal.
