Why does this error appear  even after submitting the card details correctly  at checkout?

"PLEASE CHECK YOUR PAYMENT DETAILS OR USE A DIFFERENT PAYMENT OPTION"

This often happens when the item doesn’t ship to your location. 
Does this item show calculated shipping to you?

It could be a product issue or a problem with your card
You can call your bank and get eBay assistance if you have no problem. Also, if you have a PayPal account, you can make payments through it. You can also read eBay payment policies

this problem occured when paying to a free shipping item

thank for assisting,means a lot!!

i checked with the card and its working well beacuse i purchased few other products using that card.

this problem only appear for some items.

paypal is a good solution and its working and i was able to complete the transaction successfully but i just want to know the reason why this payments cannot be done using a debit or credit card directly without using paypal

If the item is on eBay USA, it is very unlikely they will ship internationally for free. If there is no shipping to Sri Lanka on that listing, then the item isn’t available to you. 
Don’t bid or commit to purchase any item that does not show shipping to you. 

Some sellers will ship to you. That is why your card worked on previous purchases.

thanks for helping, ill look forward to all these facts when i purchase a product next time.

but usually there will be a pre notice if the seller is not shipping to the buyers country and the checkout will be automatically unavailable.

If you're trying to use a debit card from Sri Lanka, there's a notice on the Central Bank of Sri Lanka website, that says they are allowed to be used for foreign transactions, but that some individual banks have limited their use. If that's the case,  some people from Sri Lanka have reported that they can use the card through a PayPal account. Or, try a different card.

I am having the exact same problem. I ship to a US address as I do not reside in the US, my card worked fine for many months. 
I tried creating other accounts, using other credit cards, changing my shipping address, all with no luck. I have been waiting over a month for answers from eBay technical team. I hope someone here can help me rectify this.

Not all sellers are set up to receive payments from non-US banks.

Some new sellers or sellers that have not sold in a while may not be set up to receive payments at all.

eBay confirmed to me yesterday after trying for two days to resolve this same issue.  I tried PayPal which I have used for years and my credit card.  I even deleted my credit card and entered everything new.  I even contacted the seller to see what was going on.  Finally after three days I was able to reach eBay and they confirmed that there is a payment issue!  What I noticed was r the amount goes to zero when it goes to the payment processing.  They said they are working on it, would not transfer me to technical support and would not call me back when it is resolved.  Poor customer service!  So, I’m trying to pay for my item again just now, cross your fingers……

This is a zombie thread.

However, your government allows Sri Lankans to attach a credit card to PayPal. They don't allow a debit card as they don't allow a bank account attached to PayPal. They're afraid of terrorists laundering money.

If you attached a credit card to PayPal and you still can't  pay call the number on the back of the card.
