If you asking as a buyer haven't you looked at a listing and see what payment methods eBay has offered?

As a seller you don't have to worry about choosing because eBay automatically puts the accepted payments in your listing.

PayPal, PayPal Credit, Credit card, Debit card, DISCOVER, Amex, ApplePay, GooglePay.

PAYONEER IS NOT AN ACCEPTED PAYMENT METHOD FOR BUYERS.

It is only used to receive your payouts after the buyer pays eBay for their purchase.

NARU. That was quick.  Probably someone prior suspended who tried to open another account. Oh well.
