Unable to reach area where a request for Ebay to step in. Not under My Ebay or Seller Hub as an option.

It's unlikely that you need to contact ebay.

Are you the buyer and is it for a return? You have to wait 4 days to ask eBay to step in. The option will appear when it is time.

Since you sell, doubtful you want to 'escalate' for a 'buying reason'.
Therefore, you do NOT EVER want to escalate anything (as it only gets either ignored, or 'hurries a return/refund and auto refunds the buyer)
(by the way, escalating is ONLY when a RETURN has been opened and after X days, if seller doesn't approve, or issue return label, or tracking showed 'returned' but seller didn't refund etc.).
It is NEVER for a Seller

Sorry for confusion. Finally reached an Ebay agent that resolved the issue. It was a buyer only paying for product not shipping. It wasn't something that couldn't be taken care of by options offered in help screens. Thank you for our reply.

Please explain how that would have happened.
When an item is purchased by the buyer, they are invoiced and pay the full amount - item price, sales tax (if appropriate) and shipping.
