partial refund to buyer

Trying to do a partial refund to buyer but refund page confuses me....what is "Order level refund"

Don't over think it.  It is a really easy form to use.  Putting the refund amount is Order Level is just fine.  Sometimes there is a box for shipping discount.  Just do what looks the best for your needs.  As long as you process the refund for the buyer, that is all your buyer is going to care about.
