Hello, dear EBAY, when I make a price offer in the auction, it does not accept. My card is master card and there is no problem with the card.

Not sure I understand your message.  If you are making an offer, vs actually buying something, the seller isn't required to accept your offer.  If you are actually wanting to purchase and pay for an item, are you making sure the seller ships to your location?

If you are asked to provide a payment method when making an offer this does not mean it will be accepted. The seller has to accept it.

Apparently the seller didn't like your offer either by denying it or ignoring it.
