when I'm trying to list an item ebay asked to update account for manage payment during the process I linked my verified payoneer account and go with the process steps.

finally when I pouch the button ( submit  request)

   I get an error massage (Something isn't right. Please double-check the info on this page.)

any suggestion for this issue.

Try again later or maybe tomorrow.  Ebay is currently experiencing a glitch of some sort that is making that error message appear on a variety of pages for some seller.  So I may be fixed later today or it could be a couple days out.  Hard to tell.

I'm very sorry you are having this issue.  We all hope it is resolved soon.
