managed payment issues with refunds

has anyone else experienced managed payment issues specifically when issuing refunds? I had a customer cancel an order before it physically shipped but the label had been purchased through ebay..cancelled label and order..yet customer never received their refund and there was NO REFUND TAB available on that order because it was cancelled I spoke to 13 reps over 4 weeks...yet was never told of a resolution and the buyer stated they contacted ebay directly and were refunded after nearly a month? the chain of CSR emails is laughable -each one contradicting the other as to why it happened and how to resolve it.

this week I issued a partial refund to a buyer for a shipping discount....the item was damaged during shipping and the buyer and I agreed on a $11 partial refund...there is NO way for me to issue a 2nd partial refund ...once again NO REFUND TAB  on the order...5 ebay reps later and 11 days now and still NO answer...each one had a different reason as to why there was an issue.  We Never had these types of problems when going directly through paypal for several years. Anyone have any insight ?? thanks

Many buyers think it's still like it was w/ PayPal and their money "instantly" transfers back, but MP doesn't always work that way. Don't let buyers eat up your time chasing down information you don't have access to over a situation you can't control - as long as you can show that you did your part by canceling the order or issuing a partial refund, put the rest back on eBay.
