1. Sellers cannot give negative feedback
2. Why did you send something without the buyer paying you? If you did this then too bad, you are out the money

You shipped an item without being paid?
That's a huge no-no.
As a seller you can not leave negative feedback for buyers.

Not to be too harsh but eBay 101:
Buyer orders item
Buyer Pays for item
eBay advises seller to ship
Seller ships.......
You can cancel this order using Buyer did not pay and that will at least give them a strike and in future if other buyers fail to pay, apart from NOT sending the item, on the 5th day you can go to your Seller Hub to cancel the transaction using the “Buyer hasn't paid” reason and this gives the buyer a strike and you can relist. In future to have eBay automatically cancel your transactions due to non-payment:

Please do more reading to learn more about selling here. If you had done this to begin with, you would have learned that:
A seller should never ship an item until he has been paid. eBay tells you when you have been paid and they direct you to ship.
Sellers can never ever leave negative FB for buyers and negative FB is not the way to resolve an unpaid purchase issue.

What??? You sold an item and shipped it before you got paid?? Why would you do that?
Sorry,but there's nothing that you can do since you sent the buyer a freebie.
Chalk it up to a learning experience..NEVER ship before getting paid.
Buyers can only receive positive feedback. Why would you want to neg a buyer the buyer did nothing wrong, it was YOU who shipped before getting paid.

As already stated, you cannot give buyer's a negative -- ever for any reason no matter how much they may deserve it in your opinion ( i agree with you nonpayment would be one) But NO it is NOT HERE on eBay
NEVER send the item out prior to receiving payment EVER

You honestly think the buyer did nothing wrong? They agreed to exchange money for an item, received the item and never gave their money. I understand one should never ship an item before getting paid, but that doesn't make it OK for the buyer to do that either.

You are the one that should give yourself a negative. How many times as Macy's let you walk out of the store with an item and you agree to pay them later?
If you print through Ebay shipping, it will say that the buyer paid before you print. It will say BUYER DID NOT PAY in red letters. You NEVER ever ship an item w/o a payment.
Did you give the buyer your email address. Did they send you a fake email from paypal that they have paid. If yes, this is a very common scam that can ONLY happen if the seller gives out their email address or phone number.
LEARN to do Ebay before you list anymore items and lose more money.
By the way, out of curiosity, you do know the difference between a buyer paying you and Ebay holding your funds from the sale? I ask because Ebay holds funds up to 30 days and perhaps they are still holding your funds. In that case, I take what I wrote above back. Just wait and eventually ebay will release the funds.
