Is your eBay account a business or a personal account?  You can only link a business eBay account to a Company Payoneer account. 

Payoneer will let you know right away when you're successfully linked. Then you won't  hear anything from eBay for 2-4'weeks while they're approving your seller account. You'll get an email from them when you're all set.
