Hello, someone bought something on eBay. I didn't buy anything.   I called my bank and pay pal. They stop what ever they were doing. Looks like they been doing this for a while without any concern.  They need to go to jail.

You mean someone bought something on ebay using your account and paypal and it is being sent that the Portland  OR address?   You need to change your ebay and paypal passwords.   Check to make sure that no other purchases were made.

For now changing your passwords and securing your accounts will be the wise thing to do.

That address would be one of the pacific rim re-shippers for international sales. The address is ok, the buyer that used your account, not so much.
