I had enough just taking the subject on circles I requested to talk by phone to the department  in charge of reviewing and they only do by email  what kind of security for a seller is this they got your money and going on circles with be patience we are reviewing your account its not much money being made if you make some but  seller decide to return item used or worn with no return policy they grant buyer and you get charged selling fees and ship and return and pair of shoes that had been used  for 2 or 3 weekends and not new anymore  total big time lost I calculated I'm better with out eBay I been starving and not able to buy baby milk because of there malicious acts  I beg for my hard earned money its looking like soon they are going to call bankruptcy and all funds will be rob there reputation has gone and there's other app not as big but put things together they don't have respect for sellers not having phone calls to explain or I can understand what is the issue they take me stupid on circles and I have to beg for my money and don't get nothing if I beg for help on the streets I will get some money but beg for my own I don't get **bleep** its going to end in one of those ponzi frauds in a matter of time I cancel my account not taking  no more humiliation for a service we'll charged to us its not free I seen others same issues and it's the same circles and can't talk to department that handles the reviews and plus still have sold items that I won't ship and refunded because I'm not adding more money to be hold or robbed I'm not stupid to give them more money closing account is the best way you put a price on the stress and  the affect of 1 months late on payment hungry and other business qrowth you had plans now your late on paying your supplier all that business we thought we were starting its gone put a price to the damages and see if you will still gamble on future holds or plain fraud schemes at the end its your money its your call I call I'm out nothing will pay for having me humiliate begging for my own money I got respect and honor on my self

If you realy need help with food for your baby & family you should contact your local church or county.  I hope things improve for you. New sellers have to wait for the funds until ebay has confirmed delivery. Sometimes longer depending on the item and cost.

I don't  even know where to begin,,,,,,if the buyer changed their mind and no longer wanted the shoes, or they found them cheaper, or they didn't fit their big feet then you did not have to accept a return.

If you were forced to accept a return then the buyer said they didn't  match, they were defective or they were not as described.

Buyers have learned to file not as described claims because they don't  have to pay return shipping that way.

It's  a fact when you sell shoes and clothes that can't be tried on for fit or comfort that you'll have returns.  That's  parts of your selling expenses. 

Bankruptcy? NO, soon they're not going to file bankruptcy.  Where do you get idea from?

You sold items that were paid for and you didn't ship and refunded instead? Each time you did that earned a defect. No wonder your account is under review.

You're not adding more sales for the money to be hold (held?) or robbed? How exactly has eBay robbed you?  They definitely have the right to hold your funds 14-30 days, and longer-read the payments hold policy. 

Someone that really intended to close their account would end their listings.

Oops, I forgot to comment about the title.

eBay is not going to let a seller close an active account, especially  when you still have listings and your buyers can file disputes and chargebacks.
