eBay won’t process payment because Shipping address is different than billing address on debit card

I tried sending an $8 item as a gift to my girlfriend. Payment method is my debit card not PayPal. Each time I try eBay says, “We can't process your payment. Please select a different payment method or check your payment detail”. After numerous trials on my different debit cards, I tried shipping to my billing address and boom, it went through. 

My question is: Has eBay stopped shipping to addresses different from the billing address when making purchases with Credit/Debit Card? Does anyone else experience the same?

Sometimes, the billing address may be completely different from the shipping address. This can happen if you're traveling or have a relative living in a different state or country. If this is the case, you'll need to contact your credit card company and ask them to add the billing address to their records.Aug 31, 2022

Wondering why does your credit card company need to add the billing address -- where they already send your bill?
