I am 70 years old and my seller won’t pay me back for a refund in the amount of $144.02. I live on social security and I had a stroke a couple months ago, $144.02 is a fortune to me. I need eBay to do something. I’ve sent many messages to my seller and he says he owes me the refund but he won’t process the refund until I cancel my feedback. My feedback was harsh but I said the seller wouldn’t give me my money back. I can’t trust him. If I revised my feedback we won’t have any reason to refund me.

Well I have to say I'm 60 years old and my Doc Marten days have passed (I had black ones), the red ones are kinda cool but I don't think I could pull off the look at this stage. Kudo's to you if you can.
Anyway, it looks like the seller has relisted them, and as it has passed the 30 days for eBay you need to file a claim on PayPal.
File an INR
DO NOT under any circumstance close the case.
Escalate as soon as you are able to.
Oh and they didn't send the shoes so they desearved the feedback. You can put the fact that they are holding your refund hostage trying to get you to revise feedback.

These are the community boards where experienced sellers/buyers answer questions or give advice. eBay staff does read any post on these boards.
First things first, did you file a refund case with eBay? Has it been over 30 days?
Look for the last estimated delivery date in your purchase history. You can file a refund request when it is past that date. You can file a refund case for; item not as described, item damage, or item not received. If you don't file a report eBay cannot help you. When filing whatever you do don't close the case until you are refunded and are satisfied. If you cancel before receiving your refund, you will lose all eBay protection.
Find your item here:
https://www.ebay.com/help/buying/returns-refunds/get-help-item-hasnt-arrived?id=4042&st=2&pos=2&quer...
After 4 business days after filing you can ask eBay to step in and help if the seller has not refunded you or the item has not arrived. If you do not ask eBay to step in and help then the case closes after 21 days and you lose.
https://www.ebay.com/help/buying/returns-refunds/ask-ebay-to-step-in?id=4701
You have 30 days from the last estimated delivery date to file a refund request on eBay.
If it is over that you can file a refund request on PayPal up to 180 days from date of purchase.
File the claim here https://www.paypal.com/disputes/
You can escalate the dispute to PayPal if the seller doesn't refund you after a few days. If you do not escalate the dispute, the case closes after 20 days and you lose.
https://www.paypal.com/us/smarthelp/article/how-do-i-escalate-a-dispute-to-a-claim-faq822
If you did not pay using PayPal you can file a chargeback with your bank or Credit Card Company.
As for your seller not giving your r refund until you change your feedback is against eBay's policies. This is called feedback extortion. Save your messages and report the seller.
Here is eBay's link to feedback extortion:
Hope this helps!

The seller is using a lot of stock images for items they have on hand. Looking at the listing in question the first few images clearly are stock images fallowed by actual images of the boots for sale that show clear sign of use and wear on the soles. There are stains and dirt along with scuff marks,. I would call and report this to ebay .
Also bottom of the shoes say made in India could these be nock offs?

I googles and the company may have outsourced to other countries the labeling on the sole still does not look right. Looking at the other boots for sale Most have stock images and if you look closely at the fist 2 or 3 with models and the actual shoes there are slight differences and clear sign of wear on the shoes like scuff marks work leather and on the insides worn out labels and stains like they were worn. Probably buying from thrift stores and misrepresenting condition to get full price.

have eBay call you during the week and to be transferred to the trust and safety dept. have them review the communications. When talking to them point out the active listings the seller is clearly using stock images to make the used clothing they are selling look better in the initial pictures. Closely reviewing the actual images of the items they are selling they no not match the initial picture and have clear signs these items are in no way new.

LOL I'm going to be doing some woodworking today. Making a lockingwall display to hold some of my more valuable records at the shop. I had a mint MJ Thriller LP walk off last week. Time to lock up some of the ones with a higher price point.
I do a lot of flipping furnature. Currently I am searching out old school desks and painting them wild colors with epoxy art tops. With so many kids home schooling this year I'm finding thet parents and kids are liking a dedicated school space at home. It's also what I do with beat up end tables, night stands and dressers. I turned a $5 small round table and 2 chairs from curbside trash into $150 with $2 paint sample, a $5 cloth remnant and around $15 of epoxy.
I used to do 50 and 100 mile endurance racing Doc's were something I could both ride and run in. Never did like riding in tennis shoes and cowboy boots look good but are not really practical and I was always too broke to buy good english riding boots.
