There are two choices for paying for shipping labels once you are enrolled in Managed Payments, pending Managed Payment funds or PayPal. If you want the cost of shipping labels paid by a specific bank account, you need to go into your PayPal wallet, add that bank account and then select it be the funding source for purchase payments. Once you have done that choose Pay Pal for the label purchase by scrolling all the way down to the bottom of the shipping label page on eBay.
