I received payout for item I shipped last week on Tuesday. Yesterday, I shipped next item and was told it was being processed yesterday. Today I was told it was being blocked from payout. What is this insanity and does it affect others" I suspect eBay scam is to block all payouts as much as possible so that it collects interest. A million sellers with a billion dollars in blocked payouts is big money.

Apparently you are treated as an infrequent seller, you had 4 sales since May 13th.

'blocked'...do you mean a hold?...different word meanings.
Infrequent sellers can get a hold on funds...in order for this not to happen sell items every month and not infrequently.
Doesn't matter how long you been with eBay or how many feedbacks a seller has.

If you have not sold an item in the last 90 days, that hold will come back on. Does not matter how big a seller you are.

Your sales record is at 94%, which doesn't qualify as an "A". I understand you experienced a physical issue earlier this year, but eBay doesn't view that as a valid reason for not shipping, so you may have received defects because of it. Check your emails from eBay to see if they warned you about your account, as they usually outline restrictions in an email. If not, you can reach out to eBay through the Contact Us link at the bottom of the page.
