eBay charges $1.07 ship Puerto Rico

My Sept invoice has $1.07 charge for Int Shipping fee? 

Yet I Do Not Ship International. 

So I contacted ebay. Told it's yet another glitch.

Told it will be fixed. Yet it's still on my bill. So I'm not paying my invoice.

So tired of eBay scams they claim are glitches.

For some reason eBay thinks Puerto Rico is a foreign country. Others have asked the same question.  Haven't seen an answer from eBay.

On this board, @Anonymous already answered that this was a glitch, and that it will be corrected during the next eBay payout event in December.
