I’m a seller with 100% record, outstanding feedback, and 0% buyer complaints, late shipment or any other negative metric. Last week eBay arbitrarily charged me for a package they claimed weighed 7lbs, when I had weighed it at under the amount I paid for - 1lb 12oz. It in fact weighed 1lb, but I tend to pay for higher weights to avoid any issues. I also record EVERYTHING. I complained on their social sites, and found today they had suddenly suspended payouts to my account, claiming unusual selling activity. There has been zero unusual selling activity this quarter. In fact sales are slow at the moment because eBay has me low on the list of comparable items, or in some cases not showing at all. Their payouts to me are actually lower than they should be. So the ONLY explanation I can find to this payout hold is that they want to punish me for complaining.
i. Now starting to move some of my new items to WhatNot because I don’t feel that there is any integrity or moral compass at eBay.

The item that sold for more then $1,000, they'll probably hold those funds for 30 days and has nothing to do with you complaining.

'zero unusual selling activity this quarter'...Has there been 'any' unusual selling activity any quarter?
Strange statement to make...so perhaps more to the story?
You are selling a lot of new-in-box items...some high end items as well.
Have to wonder where all these 'new' items have come from...eBay is probably questioning that.
I am wondering if eBay might have asked for receipts of items sold in the past.
No many sellers will just have lying around new in box items in their home or garage.
Just thoughts as to why 'unusual selling activity'.

kensgift likely is on target with the $1000 sale.
That triggers the hold in many instances.
eBay is not targeting you because of an overcharge complaint even though it seems that you went in the wrong direction to check on it.
eBay did not arbitrarily charge you extra on shipping for a package. Such charges are from the carrier and can be an error. (and yours likely is) If USPS, there should be instructions on challenging the charge, and when followed they will check it out. Often a result of 2 items on the scale at the APV checking location, and when they find that a refund is made.
Payouts can be a bit confusing. Most complaints of "lower than they should be" are just a matter of checking what was or was not included in a particular payout.

Seller has sold everything new...with high end items every month...check past sales.

Been there, done that.
Although it does happen for such, OP makes no mention of requests from eBay for anything.

If you were charged for a 7 lb package then size mattered. Anything over a cubic foot is charged DIM weight. What was the package size?

Package was 12*9*4 FedEx Home. Weighed at 12oz. Xbox One games sealed, not a limited edition, just regular.

They had been fairly quick with some payouts. This is my first hold in a year. I don’t believe in coincidence here.
Also the pull of additional monies for an incorrect weighing on the side of FedEx, provided no recourse or ticket. It was arbitrary.

No, my selling has been stellar, and my feedback outstanding. I’ve endured a few flippers, trying to get discounts after delivery, after haggling discount on the front end. Knowing how eBay doesn’t support sellers, I have accepted their request. All my packages go out either within 24 hours, or the following day. I take a hit on shipping supplies to ensure clean new boxes, packing peanuts, foam sheets to wrap items, and bubble wrap layers as well. Basically spending $$ on packing. I communicate well with buyers and ensure a smooth transaction. I don’t request communication outside of eBay or accept it. Essentially everything is 100% above standard. My scores for packing, shipping, communication and description are all 5 stars. This is why a suspension of payout comes across as a response to negative feedback on social media.

It’s a blanket hold on all payouts, I’ve sold at least 10 items over $1K in the last quarter, without incident.

I’m selling off some of my collections. Right now, the majority of those sells are the “brand new” items. I do more BIN than auctions, because the last 3-4 high end items I put up for auction went below lowest recorded prices.

FedEx is notorious for adding "surcharges" that do not show up in the eBay label "estimate".

This was some employee reading 0.7lbs as 7lbs then charging me the difference.

No requests from eBay. Just an arbitrary hold, cali in unusual activity. When all activity has been consistent.
