Those coupons have conditions out the wazoo.  Check again to make sure your meeting all of them.  Thinks like what you bought, how your paying often are the issue.

What were you trying to buy? It is a code only to use on eBay motors

That coupon can only be used for items (in eBay Motors category 60000) that can be shipped to one of a specific list of countries, which DOES NOT INCLUDE the USA, Canada, UK or some countries in Europe.

So the problem may be that the item doesn't ship to any of these countries that are on the list.

What is the item number or the URL for the listing you were trying to buy?

Yes, Qatar is on the list, but we need to check if the item is available to be shipped there.

Thank you for sharing the URL. It does offer shipping to Qatar.

I can't get the voucher code to work on that listing either, even with a shipping address in Qatar. Do you see this coupon code shown on the listing page? I don't see it, even with the Qatar shipping address. But I don't know why it isn't eligible.

Did eBay give you this voucher code in a message? or did you see it on an eBay page? Can you share a screenshot of where you found the voucher code? Sometimes eBay sends voucher codes in a message to certain users. I didn't receive this code, which could explain why it won't work for me.

I noticed that the listing does not have a valid item location, because zip code 00000 does not exist in the USA. But I don't think that would have anything to do with this voucher issue.
