I thought ebay final fees are flat 10% on electronics. however, when i sold a $220 laptop, ebay took $29.10, which netted $190.90. then i checked paypal and it showed a payment from ebay for $178.19. they also advertised sending payments directly to my bank account starting in 2021, skipping paypal and their fees. wth is happening. i still yet to print a shipping label.

As noted in the other post, the FVF is applied to the buyer's total payment including shipping and sales tax. So that extra $1.63 (i.e., 29.10 - 27.47) could be the FVF on the sales tax that the buyer paid.
I have no ideas about the PayPal part.

Yaahh. And? You should sit down and take a long hard look at those numbers regarding Fees, and Taxes and so on. And what Ebay takes, and PayPal takes. And then they take all of those amounts and put it into one single amount that you need to pay once a month.
You know, it can be a fiddle thing to actually figure it all out, but take a look and you will eventually see and understand why and what it is all about and how it´s done. At first it can be quite confusing.

Okay. I'm not looking at this sale, but when I sell an item, EBAY takes their % of the TOTAL sales including shipping and tax.

Looking at your listings I can tell that you are in Managed Payments. What was your activation date for Managed Payments? Have you looked at your Payments Summary page in Seller Hub https://www.ebay.com/sh/fin ? There is also left hand navigation on that page to view other areas in Payments. Try starting there to see if you can figure out what is going on.

Your listing shows that you're in managed payments, which go directly to eBay, not through PayPal. You pay a higher final value fee to eBay but no fee to PayPal. Here's the rate structure for non-stores in MP:

that was my understanding. ok, so now they charge 12.35% and the net goes to my bank. however, on $220 buy now sale, the fee should be 27.17 + 0.30= 27.47. instead, my transaction summary shows:

instead of my bank, which is set as payout option, money went straight to paypal.

The 12.35% is also charged on the sales tax paid by the buyer. The tax rate in their state is apparently around 5.8%.
I don't know why you had money placed in your PayPal account. As for the amount, did you buy postage yet? If so, how much did you pay?

The difference between the "Net" on your transaction summary ($190.90) and the "Payment Received" ($178.19) is the amount of sales tax your buyer paid. While you have to pay FVFs on that sales tax, you do not get to keep it. eBay computes the fees and then takes that sales tax back out of your proceeds to remit it to the buyer's state.
So:
$190.90 - $178.19 = $12.71
$12.71 should match (except for rounding differences) the amount of sales tax your buyer paid.

Nice catch. lol This account is most likely in Sri Lanka or China but it might be reported immediately for providing a false ship from location.
To the seller, What STATE in the U.S. is "Tech City" located? If it's Santa Clara, California just update your info to show that please.
