Are you trying to pay for an item or are you trying to add a payment method for seller fees?

If you're trying to pay has a  shipping cost to your location been given?

If not you need an invoice with a shipping cost. If it has a shipping cost try paying with a different browser or pay using PayPal. Consider calling your bank.
