It's your bank in Sri Lanka that is blocking the payments, contact them.

Your country is running out of foreign reserves. In an effort to keep all the money in SL your government is allowing banks at times to limit foreign transactions.

I can't understand why citizens would let a bank to block a payment when you have money in the bank to pay for your purchase.
