You will need to contact your bank. Your government says at times some banks in Sri Lanka will be limiting foreign transactions.

It's a Sri Lankan thing... the users there report fitful times with cards. Bummer...

The problem is not ebay.

Buyers in Sri Lanka having problems paying using a debit card should contact their bank:
