I'm sorry you're having a problem paying. Sri Lanka government has stated at times some banks in SL will be limiting foreign transactions. Please call your bank to resolve.

Can be below issue

• Your card has been blocked from online payments, Pls check with bank.
• Pls check seller accept paying method. May be Seller accept only PayPal.

I know you are trying to help but it isn't helpful to say maybe the seller only accepts PayPal. Sellers cannot only accept PayPal.

eBay support can't help because the problem is not on eBay's end.

Do you know what  state the economy  in SL is in?
