why is Ebay not accepting my debit card payments ?

Your bank is blocking the payment. 

Your government reported that at times some banks in SL will be limiting foreign transactions, to call your bank to resolve.

It's not eBay's fault, it's a problem with the bank that owns your debit card. Call the bank and ask them to ''set up my credit card to make online payments.

Can be below issue

• Your card has been blocked from online payments, Pls check with bank.
• Pls check seller accept paying method. May be Seller accept only PayPal.

NO, sellers can't say they accept PayPal only. Go check out eBay's accepted payment policy. PayPal only is a thing of the past. The buyer can pay with PayPal and the other methods eBay offers in the listing and at checkout.
