In the Seller Hub, Hover over the Payments tab and click Payout Settings.

Not everyone uses the Sellers Hub. Try opening; My Ebay, Accounts, Payments, then manage your checking there. I would try adding the new account first, then mark it as primary before removing the old account. I don't know it that will work but you can try. 

You can find Sellers Hub by opening the Help window, typing it in the search box. Then follow the link from there. When it opens, it will be on your Sellers Hub. If you are just using this account to buy with, might just try going through My eBay first. I think it will update for both selling and buying. The last time I updated my checking account on eBay was over 15 years ago.

Call the bank and tell them you want to update your account.

I don't see any items sold on the OPs account. I sell occasionally and have yet to use the Sellers Hub, I do everything though My eBay.

I need help with my bank account!  Ebay sent me a message that I don't have enough money in my #14 account. As of today I have $1,231.44 and I always had money in my Patelco account. I also have overdraft 
protection. Please lift your restrictions.

No one here can help you with that, we are not eBay employees, we are buyers and sellers.  You need to contact eBay via the help/contact window or contact your bank.

Please don't tag onto someone else's question with something that has nothing to do with it. Start your own, it just clutters the first one up, gets lost and is kind of rude to do so.
