If you are seller you can not add it to a listing separately,it will be offered to buyer if they qualify and checkout using paypal

If you are buyer chose paypal in checkout and if item qualifies it will be offered in your funding options

If you are trying to add a method for seller fees that exceed your managed payment payouts you can attach a credit card. I don't  believe you can attach PayPal credit.
