After we completed enrollment in Managed Payments, it was a fairly quick process.
As you would be Payoneer, I am not certain all the criteria involved. You will receive emails from e-Bay/Payoneer regarding your status and progress.
Pay close attention to the instructions, deadlines and outstanding items in those emails, etc.
