@raffic33  You are in Laos and as far as I know you can't receive Paypal payments but you can send them.  Has this changed in the last several years?

In any case, check your Paypal account to see the status of this payment.  If the seller never received it, the funds should still be in your account.

Did you pay through Paypal with your mastercard?  If the payment did not go through, according to the seller, you should not have been charged anything.
