Yesterday I paid for a $.18 transaction ($.17 cost + $.01 tax) using my PayPal cash back credit card. The order information shows payment method Credit/Debit card and payment status Payment being processed. However, the item remains in my shopping cart with the message: "You've committed to buy this item. You need to go to checkout and pay for these items." What should I do?
I never had a single payment problem in all my years on eBay until Managed Payments, and in the past 3 months I've had many problems paying for items in my shopping cart. This is just the latest variant.

I paid a 2nd time today using the same PayPal cash back credit card. The order information showed the same info with today's date. And luckily the item was removed from my shopping cart. It the payment shows up twice on the credit card I'll contest having to pay twice.

Is that .18 cents? Does that card allow for payments under $1.00?

I tried again using a non-PayPal credit card. For a few minutes it showed my shopping cart was empty. But now that item is back in the shopping cart. When I tried the 3rd time it showed that PayPal and PayPal Credit were not available payment options, but the PayPal Mastercard with cash back that I used twice when trying to pay was still listed. I've heard there are problems with low value payments and PayPal, which is why I decided to pay with a non-PayPal credit card which I've used for years. This is the first payment that hasn't been successful with that credit card. I'm guessing this is an eBay problem, as I've read elsewhere that payments don't even make it to the credit card company. I've never been told by Chase that there is a minimum amount required to use their card.

I just called my Chase Slate Visa credit card customer support. They verified that they do not have a limit on charged amounts. I was told that a 1-cent charge was valid. So it appears that eBay is blocking an $.18 purchase payment since I did not use PayPal and the payment method I selected has no minimum required.

Are you getting any emails saying congrats you ordered blah blah or any emails regarding the transaction?
I’m just tossing things out. It could just be a glitch. The cart has always had problems at times.

I emailed the seller that I wasn't able to pay. The seller contacted both eBay and PayPal and was very good about telling me what was happening on their end. They are not yet in Managed Payments.
I called customer support for my PayPal Mastercard cashback credit card. They do not have a minimum requirement, so a $.18 charge should have been OK. However they did not receive a transaction for the $.18 payment. I then called PayPal customer support. All 4 payments I tried to make took me to PayPal. The options to use the PayPal balance or PayPal credit were greyed out and said: "Unfortunately, you can't pay with this option. Please select a different payment option." So I entered my PayPal Mastercard cashback credit card info, and selected it to make the payment on Jan. 12th and again on Jan. 13th. As mentioned above, these payments never occurred. The shopping cart was briefly empty, and then the postcard reappeared. I entered my Chase Visa credit card info and tried to pay. This also eventually failed.
The PayPal customer service rep said that when the sale was for a very small amount sometimes their system made it ineligible for payment if using PayPal Credit or PayPal Mastercard. I asked her why I couldn't use my PayPal balance. She had no real answer. Her reasons for PayPal not accepting low payments had something to do with calculating interest rates on low amounts and transaction fees, but this didn't make much sense. I asked where PayPal informed its users in writing about not accepting payments occasionally for low priced items. She could not provide this information. I asked to speak to her manager. She immediately agreed and put me on infinite hold. I eventually hung up. But I now think this is likely to be a PayPal problem, and not an eBay problem.
