I purchased an item that was not as described. It has been over 90 days and the seller who I paid via my Paypal account is not wiling to listen. The item is a QuickBook CD that has the license number and product number cutoff from the box upon receipt. What can I do about this transaction. I paid the seller $238.50?

You still have time to open a Not as Described case on PayPal. After you open the dispute, do not let any deadlines pass without taking action. They will tell you to contact the seller first, but since he/she is not responding, you can skip that step. The seller and eBay will no longer help you as your waited to long. If PayPal won't help you, you can then file a case with your credit card company if you used one on PayPal.
