I try to bid on an item. A box pops up that requires me to establish my mailing address and payment method before I can bid. Then it will not allow me to choose a payment method! So I'm not able to bid!
I've never encountered this pop-up box, until today. I guess it's new, and there's obviously a glitch.
Anybody else have this problem?

eBay now allows sellers to require a payment method in advance in order to submit a bid or make an offer. Possibly you are encountering such sellers and having problems bidding because you have not specified a valid payment method, or because the payment method you have previously chosen no longer works for bidding; not every payment method supports the sort of reversible payment hold necessary for bidding.
Using a desktop browser, try going to your eBay account Payment page:
https://ppcapp.ebay.com/myppc/wallet/list
Try adding a new payment method such as a credit or debit card "for offers and auctions".
The next time you bid on an auction that requires a payment method in advance, that payment method should appear on the bid entry form (along with an option to change it, if necessary).

That doesn't work. When I try to add a card for auctions and offers it gives an error saying "we couldn't verify this card, please select a different payment method"

Make sure your seller ships to Malta; if not the seller may be blocking payments from users with a primary shipping address in a location the seller does not ship to.
eBay wants your money; if eBay says there is a problem with the card, eBay cannot use that card for one reason or another. If the problem is not the seller's buyer requirements, try another card.
