We have lost several sales to Global folks because they make offers on our items but get shipping prices on each. The only way we can ship them cheaper together is to cancel the sale(s) and relist as a lot. We can't even tell them how much shipping MIGHT be. Any solutions?

You can turn that off.
Edit the listing, in the desktop, and all the way at the bottom (above the submit button) there is a "require immediate payment" checkbox... Uncheck it.

You will still be unable to invoice the combined shipment because you cannot do any other reductions on an order which is for an offer price.
It is either combine to make a new listing or issue a refund for excess shipping.
Just another reason to not get involved with offers unless it is with a buyer who you know and have worked with.

This has been an ongoing frustration now for a while.
You can have multiple quantity listings (variation as well) and have discounts within that listing, you can have individual listings as long as offers aren't used by the buyer or not offered in the listing will let you have shipping discounts, but anytime Make an offer is used, its like all that goes out the window. You can't get discounts to apply, even some purchase options disappear. (for example, PayPal Credit won't work, unless its set in PayPal as the default payment method)
But these only show up when someone makes an offer. And in many cases it doesn't always involve whether the payment is immediate or not. Mine is set to not require payment on listings with Make an offer, but is required on Auctions that have a Buy it now price.
eBay at some point needs to retool and refine the experience so that discounts on items/shipping can be balanced evenly across a seller's listings. If and when that is ever done it would simplify a lot of seller and buyer headaches.
