What's with PayPal's Pay in 4 option not showing up sometimes...?

My most recent purchase was a Lego Star Wars set for a bit over $100. When I was at eBay's checkout screen, I had my PayPal option selected for my payment option, but I thought it seemed different at the bottom of the app where it would say you'd be taken to PayPal to finish the purchase which is where you select the Pay in 4 option. I thought maybe it was just a change. However, I clicked on the purchase option and I had to pay in full. My mistake of course, but I'm back now checking out a video game for about $50 and it's just like I thought it was: it will take me to PayPal to select Pay in 4 if I wish to use the option. So, are some items excluded? I'm not sure if the seller has any input on this option or not. They should get paid in full from PayPal regardless while the buyer makes their required payments to PayPal, but I'm not sure since I've never sold on eBay. And then there's the minimum price the item must be and even a maximum, but I think my last purchase was in between both of those... Any ideas? Meanwhile, I hear the options has been taken away entirely, even by eBay support themselves. Yet, it's still here. I don't get it. Sorry for going on so long. I'm just trying to give as much info on my understanding as well for now and the item I purchased...
