Give it a few more days, the date is an estimation and shipping is still slow because of storms and backlog of parcels.
If it hasn't arrived soon you can file an Item not Received using the MBG:

You really need to be patient. USPS has a shortage of employees, storms are occurring throughout the country and ebay's delivery estimations are just that - estimations.

Note that it is an estimated time of delivery. Not guaranteed. USPS is encountering a lot of problems with bad weather in other states, employee shortages and last Monday was a holiday, so they have to play catch up. Just hang in there. It's not the sellers fault. Check your tracking often as well.

Check the tracking number, if the seller shipped it on time it is out of their hands. There are many things that can delay a package. Weather being one of them. Watch and check the tracking number, don’t jump to a refund right away.

You've gotten some great advice from other members. I too think you are a bit premature on asking for your money back.
Have you looked at the tracking on your package? That would be the FIRST place to start. Go to your Purchases and on this order there should be details showing you the tracking number. I suggest looking at that tracking so you can see where your package is.
If that doesn't make you feel any better, you need to contact YOUR SELLER for the item. They are the ones that can help you.
