Hello, The issue is with your debit card. Recently Sri-Lankan banks has limited and some are blocked the foreign currency transactions you can make with Debit or Credit card. So it's better to call your bank and try to solve the issue.

Government banks has totally blocked the foreign currency transactions. If you hope to buy items from eBay, please use a Private bank card. Make sure to make the payments with their weekly limits.($100-$200 per week)
