On 11/9/23 I received a banner on my payment screen saying that my TIN didn’t match their records. A hold was placed on my payouts. It said that I needed to upload a W9 to avoid any more delays in payouts. The very next day I digitally submitted a W9 that showed both my TIN and SSN. The payout hold went away and I’m seemingly good to go. Today (11/21) I received a mailing in my mailbox a letter telling me to submit a W9 by 11/29 to avoid tax withholding.
Was this letter relating to the first banner that I received? Am I good to go? I currently do not Have any holds on my payments.

I'm a bit confused by your post.
You said you submitted a W9 with both your TIN and your SSN, but a SSN (social security number) is a kind of TIN (tax ID number), it's the kind that most US citizens and residents use. So why do you have both? What kind of TIN did you provide in addition to your SSN?
I suspect that the problem may have been providing two different numbers. Looking at the W-9 form, it asks for either your SSN or your EIN, but not both, depending on what you checked in Box 3.

I am a single member LLC. I listed my LLC name with its TIN and my full name with my SSN. I wasn’t sure which one they needed. Figured that would cover what they needed. Again, once I submitted, my payout hold was cleared. Just trying to understand if the mailing I got was sent out automatically even though I submitted my form via online banner

I am in the same boat. I digitally uploaded my W9 when eBay prompted me to do so. Today I got a physical W9 form asking to fill it out to avoid them withholding a percentage from payouts.

Maybe you will be OK with that information, I don't know.
But if you are asked to do it again -- it is always best to follow the instructions, and don't fill in boxes that are not necessary because that can cause confusion and lead to problems. According to the instructions on the W-9 form (page 5 of 6), if you have a single member LLC then you should have filled in the name and SSN for the owner of the LLC.
As a sole proprietor, you would file your business taxes using a Schedule C with your Form 1040 for your individual taxes, under your SSN. So your SSN is what should be on your 1099-K (if you get one).

My CPA did my taxes using Schedule C last year … I have an LLC with its own TIN though. I’m assuming since the hold is gone what I submitted was fine

An LLC may have an Employer ID Number, or EIN, which is a kind of TIN. TIN is a generic term. An SSN is also a TIN, and so is an ITIN (individual tax ID number) which is for people who need a USA tax ID but don't qualify for an SSN. They are all TINs for different kinds of people or entities.
If your taxes are done with a Schedule C, then it is your SSN that needs to be on your tax documents and 1099-K (if you qualilfy for one). An EIN would be needed if you are paying employees, otherwise an EIN is optional for a sole proprietorship. It may also be used for other business organizations that are not sole proprietorships, and are not filing with a Schedule C.
If the hold is gone, you're good for now. If they come back and ask for a W-9 again, then try my suggestion.
