Unable to make a purchase due to constant card declines

Okay, I am losing my mind here. This is really a last ditch effort, because I just can't damage my mental health over a mobile phone.

Basically for the last I would say two weeks I have been trying to buy the new iPhone 15.

First time I made a purchase and in the next hour or so I get a message from the seller saying that he can't ship outside of Germany (even though it was never stated) and he claimed that I "request the cancellation".

Fast forward a few days I get my money back to the card.

A week later I try to buy another iphone 15 and my card declines. Reason is unkown, as the bank told me everything is fine on their end. I had enough money and I confirmed the transaction in the app.

Ebay support tells me I need to try to remove the card, add it to paypal and pay from Paypal while in incognito mode.

I was like hmm, thats strange, but I will try it out. Long story short it did not work, but since I already basically made two purchases, I have spent my card limit and I can't make another online purchase this month.

^^^ This part is strange to me. I do pay through PayPal and have the card that I want to pay with set in my PayPal wallet as my 'Preferred method of payment while shopping online'. But I've never heard of paying "while incognito" mode...

@mtgraves7984  It may sound strange to you but it does work. PayPal bans your cookies for several hours after 4 unsuccessful payments and this is the easiest way to explain to someone who is computer illiterate to "clear their cookies."

Most people start walking to their kitchen if you ask them to do that, which is unhelpful toward solving the problem.
