I am a new seller, started in Feb 22. I have been chosen to participate in a Small Business accelerator programm for Ukrainian sellers. I was selling different sports uniforms, some products with Ukrainian symbols such as flags, soccer balls, etc. 5-10 orders a day, total 279 items sold february-april 22.
In April the rare post stamps were released in Ukraine and I have posted the listing on eBay and sold 23 units in 30 minuted and immediately got MC011 restriction (according to my manager of eBay- you have sold too fast too expencive, as if eBay is not the auction in the first place).
I have provided everything that eBay asked such as financial info, proof of purchase, bank docs, identity, 100% tracking numbers were uploaded , table with the tracking info was provided (for some reason in multiple cases tracking status on eBay didn't correspond to the one on USPS or official websites of the international posts).
Eventually after 2 months of emails I have received a letter from eBay that they have decided to permanently restrict me from selling on eBay for "as they believe I might be a risk to eBay community" which is noncence.
At the same time, I have almost 6000 USD in AVAILABLE funds which have been stuck for 90 days!! For a company and family from a country in war it is real nightmare! And I don't even understand if they will release the funds for the items I have sold and everything has been delivered.
Here is the link to the sellers protection info eBay published and also announced in media.

My account was restricted within the seller protection timeline which is unfair, eBay refunded late arrivals (although they said they will not), closed all the cases of late arrivals in favour of the customer of course. And after the customers have received the items, of course I didn't get my money.
Any advice on what to do? how to get the money released at least? I have given up on selling on eBay as I believe such attitute towards sellers is unacceptable. Whom to contact? Standart support requests do not help!
Releasing money is crucial for us. Please help!

I thought eBay temporarily suspended Russia and Ukraine on Feb 21.
ebay has been limiting new sellers. Some have selling limits of three or 10 items. What were yours? No more than 250 is the normal limit, which you exceeded.

Isn't your money being deposited in your Payoneer account 1-3 days after online viewable tracking uploaded on eBay shows delivered?

The payment process might be blocked. I also believe if you try to make a purchase in Ukraine it is also blocked through banking. Would probably have to receive payment outside of Ukraine I believe through someone else as well as buying something. I have talked to a few people living in Ukraine lately. The reason for not being able to sell on eBay might be due to items not arriving on time due to the conflict in Ukraine. There is a time line when items should arrive for the buyers. Might be too many problems with that as some buyers don't understand that. Ukraine is still currently open for mail today but tomorrow it may be different.

If you are in the Donetst or Luhansk region of Ukraine Payoneer will be blocking those accounts.

Here's the policy
New sellers have a selling limit: up to 10 items with a total value of $500 per month.

Ukraine is not blocked from selling
I see them offering things frequently

They are not supposed to sell because there's no way to return an item to Ukraine since delivery there is restricted. Usps and UPS has temporarily suspended service there
Their entire airspace is closed to civil traffic.
Maybe they are selling to the Ukraine only where ground delivery is still available.
