Paid extra to require ID and signature to make sure my buyer got their package - as I didn’t want to risk it being left at their door and possibly taken. The buyer picked up the package but my funds are being held for almost a month because the postal code doesn’t match the one the buyer provided - BECAUSE the package was being held at a FedEx location nearby which happened to have a different postal code. Despite having tracking info and being able to see online that the buyer provided ID and signed for the package - because the postal codes don’t match - eBay is saying I have to wait for the buyer to leave feedback otherwise - funds are being held for a month. I would have just sold the item a different way if I knew this was a factor.

Who told you that?
I've often had to drive out to a FedEx location about 9-10 miles from my home to pick up an item that FedEx could or would not deliver at my home address. That's definitely outside of my zip code. One would be very fortunate if their community's FedEx location were in their same zip code as their home.
It is more likely that your hold is due to the fact that, prior to your recent sale, you hadn't sold anything on eBay for several months. I can never remember if it's 3 months or 6 months; fortunately, that's never happened to me so I really don't have that experience. But the hold can be up to 90 days, I think.
Try to be patient. If your buyer doesn't return the item, you will receive your payout from eBay.

Since it's been awhile since you sold anything, they can hold your funds for 30 days.
Feedback has nothing to do with the hold being released.

Must be a FEDEX thing because 'typically' there is NO SUCH THING as 'requiring ID' (signature yet, ID- no)

Signature delivery is only required if the item is over $750.
Once it is left at their door your job is done. It's up to the buyer to have a secure location to receive packages.

When sellers are subject to payment holds payments are usually held for a month no matter what you do.
