Technical Problem with Sending an Invoice

I am having problems sending Ebay invoices to my buyers. When I send an invoice, even though it says it has been sent out, it hasn't. I have sent multiple invoices over the past several days and even copied myself. None are getting through to the buyers. Is there a technical problem with the system? Ebay customer service wasn't able to help me and I've been waiting for technical support. Nothing is happening. Does anyone know how I can reach a technical person?

I have seen other reports of problems sending invoices.
