This message is unfortunately pretty common.  It could appear just about anywhere on the site but usually not for more than a day.  Sometimes it happens when they are running an update that affects something to do with what you are trying to do.  It is highly likely if it isn't already gone it will be by tomorrow.

If it isn't gone by tomorrow, you need to report the problem to Ebay.

Same problem, luckily my account is still signed in on the app, but I can no longer sign into my account from a web browser, get the same error. I try to complete the new payment system sign up, same problem. Try changing contact info, same problem. Got a ticket number from an ebay rep last week, they said give it a day or 2 and it should be fixed, 1 week and some change later, another call and now they say wait 72 hours. I'm going bananas lol had my account 12 years, I don't want to lose everything over a stupid error....
