It looks as though your shipping address must have changed during the time between when you took those two screenshots.
The first screenshot was taken on eBay Germany (because the language is German), and it shows that the shipping will be done by International Priority Shipping. That is a generic description eBay uses, which applies to post office or courier shipping services, it is not used for the Global Shipping program.
The second screenshot was taken on eBay UK (the currency is £), and it shows Import charges, which are only collected when the shipping is with the Global Shipping program.
It is not possible for a seller to change the shipping terms while an offer is active, or after the listing has ended, or an item has been purchased. So the only way the shipping service could have changed would be if the shipping address was changed to a country where the shipping is by the GSP.
It's possible that when you viewed the listing on eBay Germany, you may have seen shipping to a default location, but when you pay for the purchase, the shipping address you choose at the time of payment is used to calculate the true cost.

I'm not from UK but EU and i did make the purchase on Ebay Germany and and the second screenshot i took on Ebay Uk.

It is an Ebay trick to **bleep** you up on money.

The item you bought was listed on eBay UK because the listing currency is in £.
Both of the screenshots are showing international shipping, so both times, it was calculating the shipping to a foreign country. However, the only reason the shipping service could have changed, was if the country it was being shipped to was different between the two screenshots.
It's possible that when you made/accepted the offer on eBay Germany, it may have been defaulting to the shipping cost if it was shipped to Germany. But, on the second screenshot, that is showing the payment screen, so at that point, it is using the true shipping cost for the actual shipping address that the package will be shipped to. That is what you will need to pay, unless you can use an address in the other country.

@ahhenry2012, if you want to purchase the item, you will need to pay the true cost of shipping and the import charges to the shipping address you want the item to ship to.
When I am on a different eBay website, I always make sure that the shipping cost I am looking at, is for my real shipping address. That way I don't get surprises.
If you don't pay for it, the purchase will probably be cancelled sometime after 4 days.

Yes, that looks about right. The cost in € is an estimate. The item is being sold in £, and the conversion rate used for the estimate is the average of buying/selling conversion rates. But when you pay, the payment processor will use the conversion rate for buying, which is the higher rate of the two.
This issue is not happening because of the eBay website you are using. It is happening because of the shipping address. Whichever website you pay on, you have to pay the actual cost in £ for the GSP shipping and the import charges to your shipping address.
The import charges include the VAT tax for your shipping address, and any customs or duties which are due. You will not have to pay any more for the VAT or duties when the item is delivered or cleared through customs. If the item were being shipped by post office or courier, you might have to pay more before you can receive the package.
