That is a bit open ended.
Check their feedback. But that is no guarantee they are a good seller.
What do you mean by "legitmate"?

Well there are a couple ways to tell if a seller may or may not be legit.
#1.
Check they're feedback carefully
#2.
Check eBay forums for there name.
#3.
Are they a new account?
#4.
Are the prices to good to be true?
Because if they are then its probably a good sign not to buy it.
Just a few questions to ask if you are suspicious of a seller

2. There are 19 million active sellers on Ebay. Highly unlikely you will ever see their name on the threads.
3. Because someone is new does not equal bad. It ONLY means they are new.
4. Pricing doesn't prove a seller is legitimate or not. It ONLY shows the seller either has a price you like or they don't.
You really need to DEFINE Legitimate????
You start asking these kinds of questions directly to a seller and you will QUICKLY be blocked from buying. It will make the seller think you are a problematic buyer.

Always pay by credit card. That offers extra protection in case things go wrong.
