Seller response

Seller replied to me that he sent msg confirming HE wanted me to have eBay and PayPal retract payment. eBay sent msg confirming that msg. WHY hasn’t PayPal been notified so I can get the pay pal bill canceled.  Once that is done I’ll contact seller and arrange sale and payment by personal means.

So you are the buyer and the seller wants to cancel? The seller needs to cancel the order if for some reason they want to. Or, did you ask the seller to cancel? Your last part sounds like you and the seller are trying to take the sale off ebay?

What it sounds like you are doing is taking the sale off eBay's site which is a policy violation you can lose your buying privileges on eBay and the seller can lose their selling privileges as well. 
Is that what you really want to do? I suggest you click on the link and read it.

You got answers then -- you were advised that the seller needs to cancel the transaction through eBay.

 

You do not have to "retract" your payment, and it probably isn't even possible for you to do that.

 

Taking a transaction off-eBay is not allowed by eBay policy. So no way did eBay "confirm" what the seller told you to do, as far as you have explained so far. That seller's feedback is very poor, and you really don't want to give up your buyer protection.
