Seller not refunding after cancelling order

Hello everyone  need some advice here. On August  05 l purchased an item, a arcade game board from a seller.The item is located in Miami Florida, On August 06 ,l received a message from the seller that they cannot ship the item because they have moved back to their home country and because shipping was too expensive.

The seller said they are cancelling the sale,I asked that they refund my payment.lt is August 08, l have had no response from the seller.l checked  my paypal account, and saw money was deducted from my account.

What do l do now, should l escalate this issue with ebay or paypal or wait until the time to receive my item expires? (it's 20th September )Thanks for your attention!

If there was a refund @k1701e you would see it one second after it was issued on the same page where l checked my paypal account, and saw money was deducted. You don't wait for it to take awhile to show up on your credit card before you know you got a refund, that's just silly.

So if you don't see a refund on that page at PayPal, and your seller has gone silent, you can file an Item Not Received dispute here immediately after you paid, no waiting for the latest estimated delivery date, a date that's actually only honored at eBay, but not at PayPal.

Go back to the dispute right away to click Escalate to PayPal. Then wait (do not respond if your unresponsive seller contacts you now e.g. to close the case) up to 11 days for your automatic refund.

Did you use a credit card on PayPal or from funds already in your PayPal account?  The refund goes back to the source and may take awhile to show up on your credit card.  eBay doesn't process payments on weekends.

If the funds don't show up then you would need to open an item not received case.

When a sale is cancelled a refund is issued to the buyer automatically - it may not appear instantly, but the cancellation needs to be complete.  On the seller side, I have had cancellations sometimes take a little while to process.  More below on the process in Paypal.

You would think this was the case 100% of the time, but I've seen that some merchant accounts process credit transactions far slower that standard purchase transactions.   Also, if it s a debit card rather than a credit card, those credit transactions definitely take a bit longer to post due to clearance times.

@k1701e

If you are confident you did not receive the refund, then file for an INR [item not received] in Ebay.  The seller can't possibly win that unless they can prove they shipped the item to you and you received it.

Do keep in mind that if your funding source was a credit card, it can take up to 30 days for those credits to show up.  However when a refund is issued you should have received an email telling you that the refund was issues, by whom and for how much.  Make sure you check your junk email file too just in case.
